Instant Pot Beef Stew and Rice Recipe
With tender beef cooked in a sweet homemade teriyaki like sauce your kids will call it amazing too. It’s one of our favorite Instant Pot stew meat recipe around.
We first made this Easy Beef Stew Casserole Recipe in the oven years back but once we got our handy pressure cooker I wanted to see if it would be easier that way. There is one difference between the two, one has noodles and this uses rice. Both delicious.

I HIGHLY recommend you buy this non stick pot. It is easier to clean and will avoid the burn message too.
For reference, this is the pressure cooker (above) I have and use for all recipe creations. I’ll admit, I kinda’ came up with this on the fly. I was THRILLED at how perfect it came out on the first go around, I am not always that lucky.
Ninja Foodi Beef Stew Casserole
Of course you can make this in a Crockpot Express or as an easy Ninja Foodi recipe as well. Any pressure cooker will do really. The only thing you need to remember with this model is that you will use the lid that is not attached to pressure cook to fork tender.
I had a package of stew meat I needed to use and rummaged through the pantry to come up with an idea. That’s where this Instant Pot beef and rice recipe came to fruition.
Stew Beef Casserole with Rice Recipe
I had a few packages of beef stew meat in the freezer that needed to be used. I took out two just in case my “creation” didn’t work well the first time. Quick and easy casseroles are my style so I started throwing things in.
Stew does not include either rice or noodles in the mixture. It only includes meat, vegetables and a thick gravy. With this you have a complete one pot meal with everything cooked together.
To me it is all about the sauce and seasonings, so there are a bunch. Worcestershire sauce is pretty much a must have with some sort of thickening agent at the end.
Yes you could make Ninja foodi stew with this meat, but I wanted something different. Using beef broth instead of water will create a richer flavor as well. Keep bouillon cubes on hand in case you run out of this.
Ingredients
- Beef stew meat or cut up steak/roast into bite size pieces
- this is probably the best way of how to cook beef tips too to tender
- Onion sliced or diced adds flavor and texture
- Minced garlic & ginger will amp up the flavors
- Soy sauce or amino acids can be used for a gluten-free option
- Brown sugar allows a bit of sweetness to the dish
- Beef broth is better than water to cook it all to tender
- Rice vinegar gives the flavor that pop it needs
- Garlic powder or onion powder works for flavor
- Carrots can be peeled and sliced into dials for vegetables
- Celery too is of course optional but a nice add in
- Mushrooms if I add them, I prefer baby bellas so they don’t get as soft
- Uncooked white rice, long grain is what I use
We just love Instant Pot casseroles! You can literally throw everything in, close the lid and walk away. Add uncooked noodles or rice and everything is tender to perfection in less than 30 minutes total.
You see we bought half a cow earlier this year so we are making a lot of recipes using beef stew meat. I use a lot of ground beef too, but all the other cuts kinda’ get ignored. Now was the time to get going on what we had because I hate food going to waste!
Can you make a casserole with frozen beef?
You could in this case!! You would want to first start with the directions for frozen stew meat Instant Pot style. Release the pressure, drain liquid, add sauce ingredients below and then continue on with step 2 in recipe card to make this meal here with it.
In the first step I didn’t bother browning the meat, I just throw everything in and stir so all the beef stew pieces were coated nicely. Then close the lid, set to high pressure and you’re ready to continue. There are 2 cooking times since the meat takes longer so keep that in mind.
How to Make Instant Pot Beef Stew Casserole
Time needed: 27 minutes
Instant Pot Beef Stew Casserole
- Add ingredients
Put first 10 ingredients into your pressure cooker (meat, sauce and seasonings), stir to combine.
- Cook
Close lid and steam valve. Cook on high for 18 minutes with a 5 minute natural release. Release rest of pressure and then continue.
- Pour in vegetables
Lift lid and add carrots, celery, mushrooms and rest of your beef broth. Sprinkle the uncooked white rice on top and gently submerge into your liquid, do not stir!!
- Pressure cook
Close lid and steam valve and set to high pressure for 9 minutes followed by a 3 minute natural release. Release rest of steam after that, fluff rice and serve!
Variations
I mean you could use stock instead, but I typically just use what I have on hand as far as this is concerned. Water works but won’t add as much flavor. If you want to add a bit (or a lot) of heat you can add some Sriracha too. I just added 1 tbsp and it just added flavor, not heat.
Other substitutions you could make are that you could dice beef chuck roast if that’s what you had. If you wanted to season meat with a sprinkle of salt and pepper to begin with that would be fine.
A splash of Worcestershire sauce would be a good add in and if you only have chicken broth I’d use that over water for this. 1/2 cup of crispy fried onions on top at the end might be good too.
Tips
The most important thing to remember when making a pressure cooker rice casserole is to NOT stir it in.
You must sprinkle the uncooked rice on the top and just gently submerge it into the liquid on the top. If you don’t follow this rule you will have a recipe fail, and receive the burn message. Note: I have not made this with brown rice yet. It would take longer. If I use that style of cooking rice in the future I will add pressure cooking time for that as well.

- 1/2 onion, diced
- 2.5 tbsp minced garlic
- 1/3 c soy sauce
- 1/3 c brown sugar
- 1/2 c beef broth
- 1 tbsp rice vinegar
- 1 tsp minced ginger
- 1 tsp garlic powder
- 1 tsp Sriracha
- 1 carrot, cut into dials
- 2 stalks celery, sliced
- 3 c mushrooms, quartered
- 1 3/4 c rice, white, uncooked
- 1 c beef broth

Very good recipe! A wee bit sweet for our tastes but that could be because I packed the brown sugar like I would for baking. The beef was tender and the rice cooked perfectly!! And the flavours. Sooooo good!! Definitely a make again. Thanks for sharing the recipe!!

I made this tonight with stewing beef. I made some Persian oven roasted onion and tomatoes to have on the side. Very delish!! Great idea for beef stew!
