Preheat oven to 350F. Spread the flour on a baking sheet and bake for 8 minutes, stirring once halfway through. Allow heat-treated flour to cool completely before proceeding with the rest of the recipe.
In a bowl, beat together the butter and sugars until light and fluffy, about 2 minutes. Beat in the milk and vanilla extract until well-combined.
Whisk together the flour, cocoa powder salt and then add to the batter and beat until completely incorporated and no dry remains. Add the chocolate chips to taste and stir to combine. Refrigerate until ready to serve.
