Mix dry ingredients in 1 bowl and wet in another, then combine until smooth.
Preheat oven to 350 degrees F. Spray mini muffin pan with non stick spray. Spoon batter into each mold, 3/4 of the way full.
Bake for about 10 minutes or until edges are browned and firm. Remove and allow to cool in pan.
Use a spoon to remove each one. Put frosting into freezer bag and snip end off. Push 2 candy corn into bottom of blondie and swirl frosting on top as the head. Place 2 candy eyes on frosting, 1 candy corn for a beak and enjoy.
