Put butter and oil in skillet. Set heat to sear or medium-high heat. Place frozen scallops in skillet. To avoid boiling the scallops as the water is released, cook only 8-10 at a time max.
If too much water builds up in the pan as they cook, pour off the excess and add more butter/oil if needed. Cook scallops 3 minutes and flip. Cook for 3 more minutes. The top and bottom of the scallops should have a nice browning.
